2006-2007 Jessup Official Rules Released

2007 JESSUP COMPETITION
SUMMARY OF RULES CHANGES
The 2007 Official Rules of the Philip C. Jessup International Law Moot Court Competition were approved by the ILSA Board of Directors on June 17, 2006. The Board approved several changes to the Official Rules. Teams are reminded to read the Rules carefully, and not merely to rely on last year's Memorials or on the below summary.
The following summary of changes is provided only for the convenience of our Teams. Some changes may be omitted from this list.
- Length of Pleadings and Word Count
The Pleadings section may be no longer than 9,000 words (a reduction from last year's 9,500). Words will be counted by use of Microsoft Word 2003. That is, anything that Microsoft Word thinks is a "word" will be counted as a word.
- Penalties for Certain Formatting Errors
In the past, violations of Official Rule 6.2 (certain formatting requirements in the Memorials) have resulted in a penalty of 3 points per offending page, to a maximum of 15 points.
The Rule has been changed to impose a penalty of 1 point per violation, to a maximum of 10 points.
- Teams Helping Other Teams
Jessup Teams who have been eliminated from the Competition may not assist other Teams. For example, a Canadian Team that was eliminated in the Canadian National Rounds may not assist the Canadian National Champions prepare for the Shearman & Sterling International Rounds.
- Block Quotes in the Memorials
Teams may, but are not required to, block-quote quotations of more than 50 words. (In the past, Teams were required to block-quote such quotations.)
- Eligibility of Ph.D. (D.Phil.) students
Students who are enrolled in a program of study leading to a Doctor of Laws degree are eligible to compete in the Jessup Competition only with the prior written permission of the ILSA Executive Director. This is a change from prior practice, whereby such students were ineligible for the Competition.
- Extension of Oral Argument Time
In the past, judges were limited in the amount of "additional time" they could give oralists, beyond the allocated 45 minutes. The Rules have abolished this limitation, but judges are strongly advised to hold oralists to their allocated time.
- "National Pair-Off" in the S&S International Rounds' Advanced Rounds
The procedure for pairing Teams from the same country against one another in the International Rounds has changed. The new procedure is contained in Official Rule 9.3.5.3.
